What information does the Virtual District office supply?

 

The Virtual District office has several features as follows:

Dog Licence

Purchase a dog license for your new dog(s) and renew your current dog license(s). All dog licenses are permanent, however, annual validation is required by paying the renewal fee. Pay before February 28th every year to receive the discounted rate.

Alarm Billings

If you have an invoice or a statement for Alarm fees, you can access your account information under this feature.  You can pay your invoices online by using Visa or Mastercard. Download a step-by-step guide of how to pay your Alarm fees online here.

Utility Billing

In order to see any information under this feature, you will require your account number and access code which can be found on your utility bill.  Once you have added your existing account, you will have access to see your account information, meter reads and transactions on your utility account.  You will also be able to pay your utility bill online using Visa or MasterCard.  Download a step-by-step guide of how to pay your utility account online here.

Miscellaneous Billing

If you have an invoice or a statement for billings like rental or map fees, etc, you can access your account information under this feature.  You can pay your invoices online by using Visa or Mastercard.

Business Licence

If you are starting a new business in the Regional District, you can apply for a business licence online.

If you have an existing business and would like to pay your licence, you can pay online with your Visa or MasterCard.  You can also view the transactions on your account.  In order to have access to these features, you will be required to login with your account number and your access code which can be found on your invoices or licence.

Utility Search Certificate

This features is for lawyers or notaries to receive a certificate of outstanding utility billing charges on properties within the Regional District.  An account number and access code is required in order to have access to this information.  Before you can do any searches, you will need to add your Account to your login.  Please contact our office to sign up for an Account if you do not currently have one at utilities@cord.bc.ca

Supplier Information

If you are a supplier and have submitted an invoice to the Regional District, you can use this feature to see if your invoice has been processed and if a cheque has been issued in payment.  You will need your supplier account number and your access code in order to view any of this information.  Please contact our office if you do not have your account number and access code.

Permanent Dog Licenses Online Payments and New Applications

EXISTING OWNERS: Renewals and New Applications.

Renewals
Login in with your username and password.  If you have not previously registered, please create a new account.  Click on the DOG LICENSE tab and follow the prompts.  You will need your account number and access code which is available on your renewal notice. If you do not have your renewal notice, please click on the ‘Help me find my account” link and follow the prompts.

New Dog
If you are an existing owner with an Account Number and Access Code, you can add a new dog by following the prompts. Just choose the tab “Add New Pet” to apply and pay for a license.  Once your application is approved, your new dog’s information will appear under “My Pets”. 


NEW OWNER

If you are a new owner of a dog and are applying for a dog license for the first time:

  • Click on the 'Dog Licence' link and follow the onscreen prompts to apply and pay for your new license.
  • When your application is approved, you will be provided a dog license package by mail which contains your new dog license tag, an Account Number and a My Dog Matters Card.
  • After you receive your Account Number and Access Code, you can log in the Virtual District office site with your username and password and view or update your dog license information at any time.
  • Please allow 10-15 business days for mailing.

What are the complete steps to follow in order to pay online on this website?

  1. Once you are on the “Online Services” page, please select the service you would like to pay. If you have not added your existing RDCO account before, you will be prompted to add your account to your profile.You will need your Account Number and Access Code which can be found on your renewal notice, invoice or statement.Your account will display near the bottom of the page once you have successfully added it to your profile. Now you can click on “Online Services” on the top menu and select the service you are paying for to navigate to that page.
  2. When you are at the service page, you will see tabs in the middle where you can look at different items on your account, or you can "Pay Online".
  3. Click on the "Pay Online" tab to proceed with your payment. Complete the required fields and once you have entered the information the red indicators to the right of the fields will disappear and the "Process Payment" button will be available.
  4. Do NOT click the "Process Payment" button more than once and do NOT hit the "Back" button on your browser while the system is processing your payment or after your transaction is complete as this could result in duplicate charges to your credit card.
  5. Review the Confirmation Page to ensure the payment has been accepted and Print this page as this is your receipt for your records.

Please note that only Visa and MasterCard are accepted for online payments and all Online Payments are SSL secured.

Where can I find my account number and access code?

Your Account Number for Utility Billing, Alarm fees, Miscellaneous Billing, Business Licence, Supplier Information, and Permanent Dog Licences can be found on the printed form that you received.  These forms would be your invoices, statements, business license, cheque stubs, or dog licence renewals.  

  • For Alarm fees, the account would be the letter A followed by 5 numbers (e.g. A12345).  
  • For Accounts Receivable, Accounts Payable, and Business Licences, the account would be 3 letters and 3 numbers (e.g. AAA010).  
  • For Utility Billing the account number is a little longer and would be 3 numbers, 4 letters, and 3 numbers again (e.g. 301 ABCD 001).  
  • For Dog Licences the account number is again a little different and would be 4 letters and 3 numbers (e.g. ABCD001).


Your Access Code for Utility bills, Alarm invoices, Miscellaneous Billing invoices and statements, and Permanent Dog Licences is printed right on your bill/statement/renewal forms.

  • For Alarm invoices, please contact our office for the Access Code if you have problems locating it on your invoice at alarms@cord.bc.ca.  
  • For Utility bills, please contact our office for the Access Code if you have problems locating it on your form at utilities@cord.bc.ca.  
  • For Miscellaneous invoices, please contact our office for the Access Code if you have problems locating it on your invoice or statement at finance@cord.bc.ca.  
  • For your Business Licence account you need to contact the Inspection Department at business@cord.bc.ca to get your Access Code. 
  • For your Dog License access code, please contact info-dogcontrol@cord.bc.ca.

What form of payment can I use on this site?

We only accept payments by Visa and MasterCard online.

When will my payment be processed and what will my statement show?

It can take 1-4 business days for the payment to be processed on your credit card.  Your credit card statement will show the following description for the payment:  REGNL DIST.CNTRL OKANAGANKELOWNA BC

On our systems the payment will be showing immediately after you submit it.  There is no delay.
